Addition of the Binepad BNR1 rotary encoder (#358)

* Add Binepad BNR1 v1 and v2

* Switch on LTO_ENABLE for v1 ATMega variant

* Update rules.mk

* Add default folder to base rules.mk

* Touchups to code after qmk repo review
