Enable more dynamic QMK features on FC660C (#409)

Browse Source 
- Set CONSOLE_ENABLE to false for space
 - Add the -WL --relax EXTRALDFLAGS for space
 - Enable QMK_SETTINGS and TAP_DANCE_ENABLE
 - Set available Tap Dances to 4
