Add mini42 (#262)
* Porting the mini42 to Vial for the first time.

* adding LTO_ENABLE=yes

* Tweaking Via(l) settings

* Set Via to v2 with lighting control disabled

* Adding GPL copyright notices to files

* Tidying things for a PR

* Fix formatting of json file.

* Updating files from QMK main

* Updated readme for vial build
