New RGB Lighting effect: Twinkle (#8887)

* Add twinkle RGB Lighting effect

* 2nd twinkle algo - double-buffering

* Further refinement: Per-LED twinkle

* Add documentation for Twinkle RBG Lighting mode

* Bias twinkle saturation closer to the set value

* Fix whitespace
